Organizational Structure of Intervention Protocols for Situations of Gender Violence, Harassment and/or Discrimination in Universities

Abstract

This article analyzes the organizational structure of intervention protocols for situations of gender-based violence, harassment, and/or discrimination at Argentine public universities, particularly the National University of La Pampa (UNLPam), through a comparative study with the protocols of the University of Buenos Aires (UBA), the National University of Córdoba (UNC), the National University of La Plata (UNLP), and the National University of Rosario (UNR). The objective is to identify strengths, weaknesses, and specificities in each of them, with the aim of proposing improvements that contribute to strengthening and making them more effective. The methodology employed is qualitative, with a descriptive-exploratory, and theoretical-empirical scope. Document analysis techniques and interviews with protocol representatives were used. Among the main findings, it is worth highlighting that the UNLPam has a centralized structure and an Intervention Committee with investigative functions, which
differentiates it from other universities, where this task falls to other administrative bodies or entities. It also provides very short deadlines, not exceeding 45 days, for the entire process. Other universities have made progress in decentralization, creating specific secretariats or directorates, and the resulting hierarchical arrangement of protocols, which favors a more robust institutional response.
